Maybe the solution is for all inaugurals to have 59:59 as everyone's time?

I reckon that needs to go to Parkrun Towers as a suggestion...

Many collectors dont care about time though - better to not provide a count for it instead. That is dont scan any barcodes that week

Just for the record - to bust a myth about the large number of inaugural hunters - 679 runners at Eastville (Bristol), 710 at Exmouth - only 8 ran both at events. What I don't understand is why Exmouth got 710 while Melksham got 102 ???

Indeed. An article in the local newspaper the week before publicising not only the inaugural event, but the fact that a well known and popular local Olympic runner will be there to launch it, might have boosted numbers a bit.
I wonder if this is a new strategy, for some places at least (given that P&J S-H were also in attendance) or a one-off, given that the funding came from the company which runs the local leisure centres to promote community engagement.
Up here, whilst inaugurals tend to attract a much bigger number than events then do week-on-week, the record of 300 was set only last month (Plean) so is nowhere near the scale of the English "problem". The other recent inaugural at Troon attracted 196. (Plean's three events since have a total of 196 finishers combined.)
