[I believe it is only on the futures market, therefore you can only buy in advance of using it, and the minimum delivery might be a little larger than the capacity of your fuel tank]

[To be more precise, the futures contracts for May delivery are about to crystallise, and nobody wants to take delivery of oil next month. If traders are stuck with those contracts then they have nowhere to store it, so have to offload on the spot market. Last time I looked West Texas Intermediate for June delivery was trading at about $14.]
