It's not a unit I've ever used or thought about before today, but I'd speculate that: it is slightly more real-world, in that it is what happens to your average chunk of ground in the course of the rain; generally, the only way that you can directly measure the depth is with a rain gauge, as on real ground the water will soak in or flow away. Consequently, if you are trying to compute the water handling of a drainage system, or a tank for catching rainwater for a greywater system, knowing l/m^2 for typical weather and the surface area you're dealing with gives the answer directly, where the depth is a bit more abstract.
Or, for the likes of you and me, how many litres of water you will need to wring out of your clothes after a cycle/run/walk.

Interesting - it makes sense if you're building drains. I fancy I can imagine the effect of 25.4 mm falling in an hour, but because the ground absorbs or slopes, I can't really.

I've seen more dog shit on the pavements in four days here than I've seen in probably twenty or more years back home!
It's not as if there are dogs running around unleashed doing as they please! Just pick it up owners!

No, it's a big stinking barrel of red herrings on which my practice nurse is expected to waste her time. Rather like the delightful "Stage 0 COPD", which means that you don't have COPD by any of the diagnostic criteria but you sometimes cough or get short of breath.
