I consider "I hope you are keeping well" to be a statement and therefore doesn't need a question mark at the end. If two people were standing face to face one of them would be more likely to say "Are you keeping well?". That's a question! I have mentioned this on the Pedant Thread on more than one occasion...

Similarly, when you click the button on a website to accept or reject cookies, another box pops up to say thanks for confirming your choice. Go away!!

When someone has given me the information I require to do my job I feel it’s appropriate to thank them, I promise I will stop on 12 December.
