Thankfully, a lot of councils' Civil Enforcement Officers do come down hard on this. In addition, I find smokers particularly weak, which helps me deal with their general inconsiderate behaviour - 'Too weak to say no in the first place and now too weak to quit.'

When you come to a stop, the car automatically keeps the brakes on, hence the lights (it doesn't have a manual handbrake).
