FWIW parkruns are "insured" in just the same way as any UKA race - it is the same policy.
Some parkruns have official 5k measurement certificates and are valid for 5k rankings etc. on Pof10. Others aren't - usually these are an accurate distance but have too much off-road content for an official 5k and are therefore marked 5KMT (for "multi-terrain") e.g. Bramhall. A few might be marked 5KNAD if they are not an accurate 5k. In theory the same criteria apply to any club organised race.
I agree that ARC races should be on Pof10 - to omit them is very petty and spoils the stats.

Given that our local parkrun in York was won by someone called Jonathan Brownlee in a sluggish 14:43 last weekend I think it's safe to assume that you can call a parkrun a race....

Parkrun is what you make it.
I've raced it (22.01), paced people 25,26 minutes, I've also included it as a longer run and done 8 miles in over an hour. It's up to you what you put in your training log, it doesn't matter if parkrun is actually a race or not.
