Fleecy, true up to a point, but incidents like this: http://www.fetcheveryone.com/blog-view.php?id=17035&y=2011&m=6 mean it's not that simple (she had bruising on her shoulder where the cyclist ran directly over her, clear enough to show it was an MTB with knobbly tyres, and the shoulder's never completely regained all motion).

In that case, said van driver is clearly worthy of gear-grinding and general dobbing in. People who don't state things clearly, causing misunderstanding.

In my job I would never ignore a queue forming at the counter if all I was doing was shelving, it's just rude. But I guess it was those employees were told to do.
