I believe that it comes from Profile > Your Account Settings > About You. If you select a country that you live in overseas, that country's flag will appear. If you live in the UK, your county will determine the flag but you will get the Union Flag if a county is not selected.

He's doubtless got more important things to take care of but it would be nice if His Fetchness could sometime arrange a St Pirans flag for those of us in the glorious subtropical wonderland that is Cornwall. (White cross on a black background.)

Have you had a rebellion and declared independence then, Muttley? You get a St George Flag like all the other counties, mate. ;-)
