Drivers that pull out in front of you even though it is very clear that there is no traffic behind you. All they have to do is wait 10 seconds or so...
While I'm at it, drivers not using their indicators. Sorry but when I passed my driving test they didn't give me a crystal ball to figure out where other people are going. For anyone confused about its location, the indicator lever is just behind the steering wheel at an incredible distance of 2 inches or so away. If you have enough energy to reach the radio then you are more than capable of using your indicators!

Seconded Monty.
Especially people who don't signal correctly at roundabouts.

Drivers that drive so close to my bicycle that I can feel a whoosh of air on my legs. Drivers that overtake me when something's coming the other way, then slide back in dangerously close to me because they misjudged it. Surely it would be better to risk hitting a car, than hitting a person on a bike. Drivers who turn across the front of me when I'm going left.

RS - driving to work I regularly used to pass a cyclist who had a bunch of keys dangling from his right hand. For some reason he always seemed to be given plenty of room by overtaking drivers;)
