I think they believe it’s optional to use them as well as indicators, however a horn must be used at all times of the day or night and if there is any drizzle or mist the fog light must be on and left on for the foreseeable future !

You need the rear ones on in mist, but only need the front ones on in thicker fog. In the thickest fog it can be better to have dipped beam only at the front because the bright lights just reflect back.
