The History lesson:

The mile - or 1760 yards, meant that a track could be 440yards long - so 4 laps! When the metre came into more use on the international scale), we brits had to conform to the international standards - so the metre ceame the basic unit of length. the yard and the metre are NOT the same length - but running round a track 4 times was a good indication of the mile (see above).

as a result they made the track 400m long (which is about 402 yards) - and running 4 laps makes it 1600m! But 1600ms aint a mile (as said, 1609m = 1mile) hence they had to add the 9m to make it a mile - thus 4 laps and a bit!

Just to confuse matters, the 1500m is often referred to as the metric mile (which is daft as it is 109m short) - and is used as the stndard distance for races (both on the track and in the pool)
