If the speed limit is 50 and it's lovely driving conditions, perfect visibility, then 29-30 is not the speed to be travelling! Slow Driving actually carries the same (in statute books) if not more penalties than speeding if dangerous - which it is by the way but unfortunately never seen a policeman or system willing to prosecute. Maybe when certain people see 50 they think it's in kilometres and drive at 30 mph! Wonder who they are.
