If I were counting people I know then numbers not needed, otherwise would need numbers til I started to recognise them unless they had really distinctive clothes like gobis silky pink vest or the chap with the flowery shorts! Why did he have marbles in his pocket?!

That will force the runners and lap counters to meet, agree signals (a nod, eye contact, or something more verbal), and ensure that the lap counter has noted the Visual Distinguishing Marks as they say in the SAS of the runner (eg a slinky pink vest). In otherwords - delegate!
