We had inset days in the 80s but we called them Baker days, after Ken Baker the education minister.

Inset days started when they switched over from O levels to GCSEs in the mid 80s. They were supposed to be temporary for a couple of years, to allow teachers extra training time for the new system. *Laughs hysterically*.
