23 is definitely Rising Damp (because I just googled it to check), but no idea about 27...

27 stumped the others at work as well. I remembered the titles, though. It was a schools programme on ITV (was on Southern but definitely elsewhere) Titles were of an ornate silver box with glass windows and a satin lining spinning while the camera zoomed out. Alan Rothwell would then show us film and talk to us about one subject per show.

If I remember it and my colleagues don't it probably wasn't on YTV.
