If there's nobody left to take a spare place then you can still offer the place via the official waiting list where their are about 100 people waiting. That way you can re-coup your cash and someone gets to run.

Given that I was 100th on the official list originally (which was the cut off) I think the list must be nearly cleared by now. I'd suggest anyone still waiting heeds Last of The Time Lords advice and catches the next Tardis to Abingdon to check on the official list! If people don't respond on Fetch itself when offered a number, then best move on before you lose the opportunity to pass your number on.
