Seems to have been built for maximum visibility of the approaches to Liverpool. There were plans to demolish it and build an 'exclusive' restaurant, in the style of those in the Gulf States but nothing came of them.

I'd go with that. Here is one of five cocoa warehouses in Liverpool Freeport, a quarter of a mile from the port radar station. A community project a few years ago transformed a dull building into a brief pictorial history of Waterloo.

Oh, it'll not win any gongs for aesthetic beauty, Jono, that's for sure, so a paint job would help. Was thinking this morning how many hundreds of millions of tons of cargo, and millions of crew have come and gone more safely because it was built.
