After previously being watered, one day later a flower has a 1/7 chance of being watered again, two days later the chance is 2/7 ........ and after 7 days it is 7/7. Which is what SteveNR wrote more succinctly than I have.
That doesn't mean that if 7 flowers are visited after 4 days, 4 of them will be watered, it could be anything between 0 and all 7 of them being watered, because the individual chance of each flower being watered isn't cumulative.

I suspect, from the position of the flowers, that it's just accidental sowing/watering during a bike commute. There are certainly registered players local to me who don't actively play at all. I don't know where the person's home circle is, so can't assess whether they're clearing bugs or not.

My view is 'if it's on the map then it's fair game' - if there are others' flowers on the route I want to take then I'll pick them (and expect others to do the same to any of mine they come across). I don't see a difference between maximising my score by collecting gems and doing so by picking flowers planted by others so wouldn't think twice about plotting a route through any that happened to be near where I am at any given time.
Both players earn the value at picking.

In addition to what SteveNR and Flatlander wrote: the placement of flowers is every half a mile. If you have a normal route and you alter it slightly and then return to the route, the half mile points should be slightly shifted. This change means that the flowers are planted in different places. If your change involved a distance change of half a mile, then the flower planting points will be in the same places. I recommend varying your route inside your circle before you leave. This approach maximises the variation of your flower planting. A great way to vary your route before leaving your circle is to go through your bugs. Win-win.

SK, I'd go and grab the flowers before they disappear then leave the replacements to build up again for a few weeks, you'll both get the points.

Not so much since the flower scoring changed but it can be handy to have someone clear a load of flowers as it creates space for new ones if the planted ones are maxed out

As a comparison, if I have cultivated my flowers to say 15 points, the next time I water them they will give me 17 points each. If someone has cleared them, I would get that windfall but next activity would next 1 point for planting a flower, and only at 0.5 mi intervals rather than at closer intervals (my flower patch being closer together than that). It’s a lot less points and akin to starting over. Cultivating flower gardens takes a lot of effort.

To specify, the windfall of someone else picking the flowers will be less than if I got to water them all. 2 points less for each flower, except for 19 point flowers (since watering them moves is 20). Or I might have it wrong and if a flower is at, say 19 points, watering it would give me 19 points and then its value goes to 20.
