I circled around at the turning point to avoid putting the return flowers on top of the out flowers. Yet, no double flowers... Can you not plant flowers twice on an out and back route?

It might be that your circling around at the turning point wasn't large enough to separate the flower planting points. I find that I need them to be at least 0.05 mile apart. Flowers don't get planted at exactly the 0.5 and 1.0 marks, they "snap" to nearest point on an unseen grid, hence the arrangement of flowers (and other markers) in a grid pattern of straight horizontal and vertical lines.
