I think that it's not as simple as being outside the circle and the route is at a half mile point. It seems to be more like "if the route has been out of the circle for half a mile (or multiple thereof), then try to plant a flower". And if that is the case, then it's difficult to know exactly when the route is deemed to be outside the circle. GPS, lat/lng is tricky. Depending on latitude the gaps between flowers seems to be different. Anyway, here is the flower map, colour-coded (not too happy with it):
