We have a rather compact space around the finish at Cleethorpes, our scanners are generally close to the finish, as there's little choice in the matter, especially now our funnel is longer, but not so close to cause a tailback.
In fact, you have no choice but to pass the scanners if you're going to your car, so you remember to get scanned, especially as they're in a different colour high-vis.

In Exeter the area where the finish line and funnel are is pretty small, bounded on one side by the canal and the other by the river. The climbing centre and cafe where the scanning takes place also stores the kit for them, so I imagine it seemed like a sensible option to locate the scanners there and that encourages people to have a drink and a chat afterwards.

I guess different parkruns have different layouts at the finish area, I guess the new runners briefing should cover this.
When I scan at my local parkrun I put finish position token in a box to be sorted later, at one parkrun I was given this token back and scanner person expected me to know where to put it in order. I didn’t have my glasses so couldn’t make out number, luckily another runner helped me out.

Given the sweaty state that printed paper barcodes seem to be in at the end of runs when the runner keeps them on their person I usually tell newbies it's better not to run with them (and even better still to laminate or stick on a piece of card and cover with sellotape).

Encouraging people to go to the cafe to have a drink and help support the local infrastructure is a good thing.
Requiring parkrunners to remove their shoes in order to get scanned isn't though.

Muddy shoes not allowed in the cafe at Exeter, scanners are positioned inside the cafe.
