Do you mean the thicker (double layer) cuff EP? If so that’s relatively simple, you want to do a turned cuff. If you mean a thicker patch maybe holding another strand of something (either the same yarn or a different one) for the section you are wanting padded might give you the result you want... or having a few extra stites and having a section as a 1x1 rib would also produce a thicker section...
