What constitutes a lurker?

I think (thank you, Wikipedia) that a lurker is someone who hangs around on forums reading the stuff but not posting. But then what is a watcher? someone who does post but hasn't lately? someone who has not posted yet but have not been looking for very long, so they might? something that is nothing to do with any of these things? I am too old for this. Would some young internet-savvy person please explain?
