Anti doping rules come under the WADA code. UCI signed up to the WADA code, so have to enforce or appeal the verdict.

USADA is the national anti-doping agency of the US, UKAD is the UK one, WADA is the world anti-doping agency so higher.

so should the ban be expected from WADA and UCI? How does USADA have any jurisdiction over the TDF results?

UCI are implicated in the USADA case. They may challenge, they don't have to automatically support a WADA decision.

I see the UCI as being like the Premier League or similar. WADA is a regulator, UCI is an organiser.

I could be wrong though.
