The Shenstone Fun Run is some of the most popular events where I live. The fact that it is marketed as a 'fun run' doesn't seem to put people off entering.

Calling it a fun run rather than a race will encourage more non-competitive runners to participate. By also getting it licensed, it gets the event advertised in more running sites. Club runners will also benefit from this is it will then feature in the Power of 10 and the Run Britain Rankings system.

Em find a route that does not require road closures if possible
Our club has just moved our annual 10k after 28 years because Traffic Management costs had turned a £750 profit into a £200 loss. We are a small club and this race is the only income we have apart from subs. Think about bridle paths and country parks if possible. Your local council will be able to advise who owns the land and what permission is required
Good luck

With regards to bridle paths, we were advised that as horses have right of way, we should contact the local riding school. Although they had no objection to the race, they did ask that we make a slight detour to avoid a key lesson when the path would become busy. They were very accommodating and were keen to help us out.

Good point Surrey Phil. Communication is the key. We contact all homes and business on the route and near the start/finish a couple of months in advance to advise of our plans. Then we drop them a letter the week before as a reminder. We find that way any concerns can be answered and we get locals coming out to cheer the runners as they pass.

In a similar way, we put free one-off ads in the local residents associations' newsletters and were advised by the council to put laminated advice notices along parts of the route. This gave the event a lot of publicity and also covered our backs with regards to notifying all concerned.
