It doesn't help that there are clear inconsistencies in the various bits of documentation which get people like me in trouble arguing on social media with other (well intentioned) individuals who believe they are also right. For example, the legislation on movements is currently

e.g. the legislation says "Restrictions on movement
6.—(1) During the emergency period, no person may leave the place where they are living without reasonable excuse." and then defines the reasonable excuses.

But the social distancing guidelines gov.uk only "strongly advises" against social mixing in the community and includes paragraphs like "Avoid large and small gatherings in public spaces, noting that pubs, restaurants, leisure centres and similar venues are currently shut as infections spread easily in closed spaces where people gather together.
Avoid gatherings with friends and family. Keep in touch using remote technology such as phone, internet, and social media"

Whilst not 100% contradictory, there is is room for individual interpretations and certianly a bit of confusion.

I suspect many would only currently be satisfied with a police state, then instead of their own rants about "too many over 70s being out walking" etc, they could rely on the jack-booted stasi to enforce it for them!

Lord Sumption argues against over-reach of police powers, as do I and many other people.

He talks about danger of a police state if the police over-reach their powers. Many people consider that Derbyshire police did over-reach with their drones. The police sometimes get it wrong (even in the case of traffic laws). This is especially likely when guidance about interpretation of the regulations is unclear. In this regard the government have performed poorly in the Covid emergency, but things are gradually becoming clearer.

We need both understanding on all sides, and clarity.

If we really are in a police state Fozzy will be woken his bed tonight by our Stasi equivalent and taken off to the Gulag for re-education.

So if he is still gracing us with his posts tomorrow, we have proof we are not living in a police state.

It's shocking that the NHS wasn't prepared for this predictable crisis and I would bet that the armed forces are no more ready to counter one of the threats that justify their existence - but I would have thought regulations and communications in such times could have been prepared in advance.

Back in the 60s the gov't made an effort to convince us that Civil Defence would be fine in the event of a nuclear war. At least they'd thought about it.

Chris - I'm not so sure that 'hide under the table' or 'close the windows and hide under a mattress' (OK, I'm paraphrasing a bit) would have been any better than today's 'atay at home' and 'keep 2m away' rule. As well as the 2 minute sirens ...

I suspect the framework has been prepared and held and updated for some years, but the details will always need working out 'as it happens'.

In my experience with business continuity plans - typically dragged out and re-assessed each year, known & fairly regular disruptions (strikes, single geography flood/earthquake disruption, plane disasters) were assessesd and checked. WW disaster and all geographies closed were generally very high level and under 'if it comes to that there's no way we can plan for global meltdown' and 'running this business will be the last thing anyone is worried about'.

I guess BCP and other things (local and national resilience) will get a lot higher priority as and when we come out of this.

NOW we know that Civil Defence was a charade, but was it the common belief at the time?

Even if the gov't had been acting as a political party intent only on its own glory, they would have had the nous to appoint a spin doctor to get the message out correctly.

The basic problem with the pandemic plan is that it was based on flu and dismissed the possibility of suppression and vaccines. It was more focussed on keeping the country running while vulnerable people were sheltering, and on things like what to do with the bodies. All important stuff but possibly misjudged in this case.

At the end of the day we might look back at this in a few years and decide that we had no alternative but to let it run through the country. But even so, that doesn't excuse the lack of planning and tardy action when it started.

And communication was single direction - gov't to BBC to the people.
Not like now where's there's instant communication and opinions and everyone thinks their's is the one that matters and is right.

[ counts to 10 slowly thinking 'is that safe to post on the politics thread', but then 'probably - people will realise it's a sweeping media generalisation, not targetted only here ]

I dont see a police state at all and the lockdown is being observed by the vast majority. Yes it is inconvenient, but the alternative of just going back to normal is not an option. I still get a daily run in and can go shopping.

I do agree we need more test and trace to go with the lockdown
