If they merge the credits so either V or R count towards a milestone, that's fine.

It's the inability to treat everyone as a parkrunner equally that's an issue.

Partnered/promoted events giving discounts based on runs done in a year, but not including volunteering.
Event cancellations on the day that enable runners to go elsewhere, but some volunteers stay around to inform others. They can't get a V credit for that, even though that could be 1hour+.
Emails from parkrun celebrating arbitrary run numbers, the anniversary emails don't mention volunteering. No emails for 100th etc volunteering.

Even the new 'partnership' is for runners, as it involves testing trainers during the event. Are they going to visit events twice, so that the volunteers from the first week can run the second one?

Now each of those things, individually, isn't much. But when you combine them, it doesn't shout 'We value our volunteers' does it?

I think you're overstating the plight of the volunteers a touch there (you may well disagree!).

I love volunteering. But it says something that I am heartbroken that I can’t “run” this feb 29th because it’s my first chance to “do” a parkrun on a feb 29th. I can (and probably will) volunteer, but it won’t “count”. I’m aware how daft that is on many levels, but I also have a bit of an obsessive issues with numbers etc and it means more to me than it should

How about a t-shirt for a combined 50 Runs and Volunteers, but make it out of the same percentage of red and amber(?) as your run to volunteer ratio?

They are not meant to, even if cancelled mid-run which has happened to me as RD before. No results means no volunteer credits, but I simply went back and added them to previous weeks, as they had volunteered and deserved the credit
