lol...running is all relative to your ability.
I would say that someone who normally runs 10/mi miles deserves more credit than a racing snake who runs 6:30/mi or less....they are probably working harder than the 6:30/mi miler. What's important is that everyone tries to be the best they can be, whether it's 13:00/mi miles or 4:50/mi miles.

Yes, a person running their best should be respected more than a person that is faster than that person but is not trying.
