Not sure of the exact timeline, but I think The race started at midday in Belfast, about 6 yesterday evening the Irish Govt announced new measures for Dublin County coming into place at midnight. Checkpoint Charlie says "thou shall not pass". Looks like runners are getting turned about 15 miles from Dublin city, and retracing their steps to a revised finish.
