SPR, you're right, of course, that exceptional performance doesn't have to be doping.
For me though, I can't even get close to rationalizing what I've seen throughout the tour without additional "assistance."

Slowest tour since 2016 though (although a pretty hard one), and most of the hill climbs are within reasonable expectations. Haven't seen Pogacar's ascent of La Planche des Belles Filles dissected BUT to beat Dumoulin's time up the mountain isn't that exceptional, Dumoulin not a great mountain man (he's a diesel like G and co) whereas Pogacar is a grimpeur who can time trial and that mountain was basically where the tour was won.

Pogacar was faster in that TT pretty much everywhere.

The TT was exceptional.

A tricky question we can probably never really address is what the mental toll for all of JV was by that point? They'd spent a lot of time controlling the race, completely in the limelight.

Pogacar conversely seemed to have little pressure on him, further reduced by having lost time early on. It visibly impacted Roglic by the TT, but I also wonder if it makes it tricky to compare with how WVA & TD rode the TT.

Pogacar was faster on the flat but nowhere near so much, it was only 10-20 seconds on Roglic on that part too. He was behind Dumoulin at both split 1 and 2 (the second being 40 minutes in, so just before the climb)

Chris - From your link, he was 5 secs and 1 sec down on Dumoulin at T1 and T2 so basically evenly matched then smashed Dumoulin on the climb. He was third fastest on the flat pretty much even with second.

Roglic was 36 sec down by T2, that's a lot given he actually lost more on the climb. The only way that gap was going to make sense is if Roglic was saving himself which is what everyone thought at the time.

MM - It's possible. Would love to see that as a fresh TT.
