My initial thought was that it was a lump of expanded polystyrene that had blown over the fence, but it's more like an escapee from Dr Who.

Slime mould looks most likely. Can grow to 2ft in diameter and can move by itself but allegedly doesn't eat people or even one year old rowan trees :-O
