Has anyone mentioned the "type" of rain yet? You know that fine rain that wets you through? |

There's also the wind vector. Wetness always occurs faster when it's coming in sideways... |

...which was where my question started - cycling fast through the rain was the same in my head as the wind blowing the wetness in! |

Wind vector might cancel the effect of cycling or blow it in from a different direction. |

I would have thought it would involve surface area, wind direction, volume of water falling per second, speed per second and distance, my initial thought would be it would be the same. On a still day, If he travelled 10 times as fast, he would "hit" ten times as much water, provided it was constant rainfall, Unless his direction of travel was into or away from the wind direction. |
