I'd go with the ultra-runners getting a DNF if they "bailed" at marathon distance as they haven't completed the event they entered and a large part of ultra-running is having the mental tenacity to keep going. I wouldn't (and haven't) take a finisher's reward for an event where I've not completed it, but as in all these things ... the organiser's event, and their choice.
As long as they let you know in advance what the "rules" are, not take your money and then insist you carry a mobile phone with a crappy app

I've twice "won" a medal and t-shirt after bailing a marathon at half-way. Both were 2-lap foreign races, and both offered this as a published option in the race info - times were published. On both occasions I picked up an injury part way round which would have made the second lap unpleasant and on one occasion I would have been timed out of the marathon.
I wear both t-shirts as a memento of a fantastic weekend seeing sights and having a laugh with a good mate.
