There is a limited number of chipsets to pick up GPS, but most watches are only using the same thing and are also worn on the wrist so generally have a clear view of the sky and picking up the GPS signal is their primary purpose. Once you have the phones involved with many more variations in the way that GPS is implemented, where within the device the GPS antenna is setup, what phone case you put around the phone, where the phone is stored about the person, what other battery chewing apps you have, software versions of the phone OS, and general gremlins in the phones it is just prone to vastly more errors. GPS is a rubbish way of measuring a marathon, phone GPS is a stupid and rubbish way of measuring a marathon.
