Mine multiplied while I was away, to the point where my penalties this morning were 250+, but it meant that I could clear loads out this morning, get 25000 points in the process and get the penalties down to 70ish at 12pm (which is still a lot compared to what some people get, but equally having other local runners means more coins and more people paying me rent on traffic lights). I'm not worried about clearing them out every day and tend to save them up until there are a good collection in one direction and then I go and blitz them. Tomorrow I'm hoping to do the opposite direction to where I went today so that I can blitz a few more.
