I assumed they were, but there's one in the city centre not far from me (but outside my circle) that's surrounded by flowers on 3 sides. There's no way the arc of a circle can take in the Gore yet miss all the flowers.

However I planted some flowers a while back which are now in somebody else's circle, presumably because that person has registered for the game since I planted the flowers, maybe that's the reason?
