My guess is mid-July, and then exactly as it operated before.

Covering the quota of scanners/runners shouldn't be a problem

Just need to keep an eye on the length of queues and if they get too long grab a regular whose stood around looking bored at the end.

I run there and back and dont take a phone with me but would be more than happy to be a scanner if required and if I finished high enough up the field. Often around 30th out of 600ish. Needing my phone rules me out

Compliance / help from runners to be flexible to make changes to help the framework get implemented will be quite important for a smooth reopening.
