I'm not really sure how you can say that's anything but an accusation of cheating, a suggestion at the very least, still pretty darn offensive. With all due respect I suggest that you don't throw around suggestions about people you don't know and apparently haven't bothered to look up before hand. No, not many people could run that fast but as he is a talented runner (PB under 15 minutes, unassisted) and an experienced canicross runner it shouldn't be that surprising or worthy of throwing around poisonous comments like that.

Point taken re dog giving faster run speed.
